What they have said

We cannot get a straight answer from the Mayor and her supporting Council Members when it comes to what their proposed city paid trash collection service will include. The amount in the budget proposal is significantly less then the city was paying before the cost increase that resulted in the need to have the residents start directly paying for the service (as opposed to indirectly paying for it though their taxes). However, according to the Mayor their will be no reductions in service. The Mayor told us the city has not discussed this issue with any Trash companies or recieved any Bids from them either. This causes most to wonder where this number comes from. There has been alot of speculation on the issue. We do not have the answers but the following information might help.

A source suggested we take a look at the minutes from Council Meetings around those times. The City Council Meeting on November 8th 2004 is rather illuminating. What is the Mayor's suggestion? Eliminate city funded yard waste and recycling pick up, What is Councilman Owensby's suggestion? Eliminate the Overland Police Department and have the County take over. See it for yourself:

OLD BUSINESS
Councilman Owensby said he has received complaints on paying for trash pick up. He would like to see this on the April ballot so residents could vote on it.

Councilman Purzner asked if there could be a choice to pay for recycling and yard waste, some residents do not use these.

Councilman Owensby suggested eliminating the Police Department and use St. Louis County in order to save money.(source)

Note: There was no issue raised by either Councilman Owensby or then Councilperson Purzner on these items when the Minutes of this meeting were approved at the Nov. 22nd 2006 Overland City Council Meeting.

Then there is the Minutes of the November 22nd 2006 Overland City Council Meeting:

Councilman Owensby suggested hiring St. Louis County to provide police services and eliminate our Police Department. He said County would also supply any equipment needed. (source)
Note: The December 13th 2004 meeting minutes are missing from the Cities Website, I will review them sometime today.

It seems that the Mayor did not think we need recycling and Yard waste pickup, or that that citizens could pay for that themselves back when she was a councilperson. Is this why the amount for trash collection in the proposed budget is significantly lower then what the city paid prior to deciding to pass this cost directly to the residents?

Employees of Midwest Waste have suggested to us that residents would have to pay 15.00 - 20.00 a month to have yard waste pickup if it is not part of the city services should the city start paying for trash collection again. It reminds me of that great lady in the Wendy's commercials, though in this case the question would be "Wheeeeeres the Savings!?!?"

Discussions with sources close to the St. Louis County Police Department suggest that should the county take over Policing for the City of Overland, they would likely assign 5-6 officers to the area (based on how the county handle similar sized areas). 5-6 officers vs. the 40+ Officers we have now. Great idea Councilman Owensby, we trade a small trash bill for a big crime increase. Most residents would prefer not to trade trash for trouble sir. Though I imagine a higher crime rate would be great for gun sales in the area.

Councilman Owensby was kind enough to include his as well as Mayor Purzner's phone numbers in the above linked "memo". Call them today and tell them how you feel about Our great Police Department and the Mayor's illegal attempts to pay Mr. Rudman's bill.

Well, this makes their Budget plan make a little more sense. Reduce the Chief's pay, no pay raises for Command Staff and a 3% increase for the worker bees. Disgruntle the troops by not giving them the manpower needed to satisfy the needs of the City (the not allowing the filling of 2 open police positions and 1 dispatcher position),effectively cutting the manning table .

This way more seasoned Officers leave and the slots have to be filled with either new officers or ones for other departments, usually the problem children at their home departments.

The citizens become disgruntled with the lack of Police Service and blame the Chief of Police. The Mayor and Owensby then ride to the rescue and call in the County PD to take over the policing duties.

It sures does look obvious to me that this plan has been in the works since 2004. Owensby has consistently refused to go along with the Departments needs for updated equipments, such as MDTs and other new technology.

Remember in the future when yo call the Police and its takes 20 to 30 minutes for them to respond to Blame the ORT. Their the ones that want to gut the Department.

The ones suffering are the Citizens of Overland and those officers who continue to serve our City. They are doing it out of a Sense of Duty for this City, something this mayor lacks

Do you suppose that Councilman Owensby suggested that the Overland Police Department be eliminated so citizens would need to buy more guns from him to protect their homes and families from the resulting crime rate?
This is my home and I will be reluctant to leave it despite the plunging property values due to this administration. However many would be forced to abandon Overland for lack of adequate police protection. This exodis would undoubtedly include many commercial enterprizes.
I thought it was quite remarkable that one small band of unscrupulous, incompetant officials{under the direction of one unscrupulous developer}could shut down a whole city. Now I marvel at how quickly the same evil group could turn Overland into a ghost town! They have already begun by proposing a ridiculous budget, abusing the city staff, lying repeatedly to the public and to the media ,cutting those who provide essential services and causing Overland to be a source of ridicule thoughout the region! How much can the citizenry tolerate before they rise up and fight back? When there is little left to fight for, or now, when Overland is still worth saving!?
Residents arise and hound the destuctive group into compliance with the law and the safety of our city! Is the use of tar and feathers outmoded and illegal? Oh, shucks! At least they would pass thru the metal detector that the mayor wants to install at city hall for her own protection. Is this why she continues to advertise that the September council meetings will be held in council chambers in refusal to comply with the court order? Is she residing in Creve Coeur with her latest heartthrob to avoid the Overland residents as well as the media? Perhaps this 70 year old {born in 1936}woman will gracefully retire and leave us to repair the damage that she, her financial rescuer{to whom she is indebted} and the three stooges have created.Help poor Overland!

Who can figure what's in the mind of Councilman Owensby, his guns sale I suspect have little to do with the overall scheme. His selling of AK 47s concerns me little when compared to my own armament http://www.springfield-armory.com/prod-rifles-loaded.shtml The AK is a cheap but leathal weapon, kinda like the seller. Remember you get what you pay for.

I feel like you about the Property Values of my home and what the loss of a dedicated Police Force would do it the City.

This small group is backed my BIG money, thus they are very dangerous.

If their plan does go through I would reluctantly be in favor of Disincorporating the entire City Government and becoming part of Unicorporated St. Louis County. That puts those corrupt officals out on their ear.

Would it solve the overall problem, probably not as the BIG money was appointed by the County Executive to serve on a very powerful board.

In closing I could agree more with your acessment of the solution you propose.
